The 2024 election was the first presidential election after the&nbsp;<em>Dobbs v. Jackson Women\u2019s Health Organization<\/em>&nbsp;(2022)&nbsp;<a href=\"https:\/\/constitutioncenter.org\/the-constitution\/supreme-court-case-library\/dobbs-v-jackson-womens-health-organization\">ruling<\/a>&nbsp;overturned&nbsp;<em>Roe v. Wade&nbsp;<\/em>(1973). A year after the ruling, anti-abortion activists&nbsp;<a href=\"https:\/\/www.npr.org\/sections\/health-shots\/2023\/07\/06\/1186017963\/a-year-after-victory-in-dobbs-decision-anti-abortion-activists-still-in-fight-mo\">said<\/a>, \u201cthe battle is really engaged\u201d because&nbsp;<em>Hobbs<\/em>&nbsp;\u201cfragmented the cause across 50 states.\u201d<em>&nbsp;<\/em>Democrats were banking on abortion being a big&nbsp;<a href=\"https:\/\/rollcall.com\/2024\/02\/08\/democrats-abortion-rights-still-motivating-voters-two-years-after-dobbs\/\">motivator for voters<\/a>&nbsp;for 2024. Polling confirmed that voters were engaged, with&nbsp;<a href=\"https:\/\/www.kff.org\/womens-health-policy\/poll-finding\/kff-health-tracking-poll-march-2024-abortion-in-the-2024-election-and-beyond\/\">1 in 8 voters<\/a>&nbsp;saying abortion was the most important issue in their vote. Given the stakes, presidential tickets\u2019 messaging on the issue was crucial.<\/p>\n\n\n\n<p>When President Joe Biden was the nominee, some fellow Democrats said his messaging was too weak. Michigan Governor Gretchen Whitmer&nbsp;<a href=\"https:\/\/apnews.com\/article\/roe-biden-abortion-reproductive-rights-election-3d184285cc6edbe733311b26445db2a0\">said<\/a>, \u201cI think people want to know that this is a president that is fighting,\u201d urging Biden to use more \u201cblunt language.\u201d The Biden ticket&nbsp;<a href=\"https:\/\/apnews.com\/article\/roe-biden-abortion-reproductive-rights-election-3d184285cc6edbe733311b26445db2a0\">delegated such language<\/a>&nbsp;to Vice President Kamala Harris: \u201cFor more aggressive talk about abortion and how the ripple effects of the decision are affecting maternal health, there\u2019s Harris.\u201d My&nbsp;<a href=\"https:\/\/doi.org\/10.1111\/psq.12885\">analysis<\/a>&nbsp;of Harris\u2019s tweets leading up to the 2022 midterms and the 2023 State of the Union address supported this claim. Reproductive issues were Harris\u2019s third-most tweeted about issue overall\u2014coming in behind healthcare and economy\u2014and she was especially focused on the issue before the midterms. When Harris tweeted about reproductive issues, it was often as an attack against Republicans, labeling them as \u201cextremists,\u201d such as&nbsp;<a href=\"https:\/\/x.com\/KamalaHarris\/status\/1583575357155778560\">this tweet<\/a>&nbsp;from October 2022: \u201cExtremist Republicans are calling for an abortion ban nationwide. They believe the government\u2014not women\u2014should make decisions about their own bodies. We do not. We trust the women of America.\u201d Such rhetoric was coupled with other bold moves, such as Harris being the first president or VP to&nbsp;<a href=\"https:\/\/www.plannedparenthoodaction.org\/tipsheets\/the-quickie-kamala-harris-makes-history-as-first-vice-president-to-tour-a-planned-parenthood-health-center\">tour<\/a>&nbsp;a Planned Parenthood health center as part of her&nbsp;<em>Fight for Reproductive Freedoms Tour<\/em>.<\/p>\n\n\n\n<p>As VP, Harris\u2019s position was clear, and when she became the nominee, she&nbsp;<a href=\"https:\/\/www.nytimes.com\/2024\/10\/29\/health\/kamala-harris-abortion-rights.html\">did not falter<\/a>. In her&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2024\/08\/22\/remarks-by-vice-president-harris-during-keynote-address-at-the-democratic-nation-convention\/\">DNC speech<\/a>, Harris laid the blame squarely on Donald Trump: \u201cTrump handpicked members of the United States Supreme Court to take away reproductive freedom&#8230;And understand, he is not done. As a part of his agenda, he and his allies would limit access to birth control, ban medication abortion, and enact a nationwide abortion ban, with or without Congress.\u201d She then goes back to her framing as VP when she says, \u201cWhy exactly is it that they don\u2019t trust women? Well, we trust women,\u201d and concluded with, \u201cwhen Congress passes a bill to restore reproductive freedom, as president of the United States, I will proudly sign it into law.\u201d Throughout, she frames the issue as a fundamental freedom,&nbsp;<a href=\"https:\/\/apnews.com\/article\/roe-biden-abortion-reproductive-rights-election-3d184285cc6edbe733311b26445db2a0\">aligning<\/a>&nbsp;with reproductive activists and organizations, and echoes her campaign theme of \u201cvote for freedom.\u201d Harris reiterated much of this framing in the&nbsp;<a href=\"https:\/\/abcnews.go.com\/Politics\/harris-trump-presidential-debate-transcript\/story?id=113560542\">September presidential debate<\/a>, advocating for \u201cthe freedom to make decisions about one\u2019s own body.\u201d&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/10\/28\/upshot\/trump-abortion-words.html\">Trump\u2019s messaging<\/a>&nbsp;on reproductive issues was decidedly less clear. Trump and VP nominee JD Vance did not mention abortion once in their&nbsp;<a href=\"https:\/\/19thnews.org\/2024\/07\/rnc-abortion-platform-republicans-trump-vance\/\">RNC speeches<\/a>. At the&nbsp;<a href=\"https:\/\/abcnews.go.com\/Politics\/harris-trump-presidential-debate-transcript\/story?id=113560542\">September debate<\/a>, moderator Linsey Davis recounted Trump\u2019s oscillating stance on abortion. Trump claimed he \u201cdid something that nobody thought was possible\u201d with the&nbsp;<em>Hobbs<\/em>&nbsp;ruling, bringing the focus back to him as the hero. He also stated he is not in favor of an abortion ban \u201cbecause we\u2019ve gotten what everybody wanted\u2026[for] it to be brought back into the states.\u201d When asked if he would sign a ban because \u201cVance has said that you would veto if it did come to your desk,\u201d Trump responded that he \u201cdidn\u2019t discuss it with JD.\u201d Combined, these instances signal dismissiveness: For Trump, the issue is settled, so he does not need to discuss it at the RNC or even with Vance.&nbsp;<\/p>\n\n\n\n<p>This dismissive tone took a different track weeks after the debate when Trump&nbsp;<a href=\"https:\/\/talkingpointsmemo.com\/edblog\/words-as-argument-words-as-aggression-annals-of-the-semantics-of-trumpism\">said<\/a>&nbsp;at a rally: \u201cYou will no longer be abandoned, lonely or scared\u2026You will be protected, and I will be your protector\u2026You will no longer be thinking about abortion.\u201d Trump&nbsp;<a href=\"https:\/\/www.nytimes.com\/2024\/10\/31\/us\/politics\/trump-women-like-it-or-not.html\">doubled down<\/a>&nbsp;weeks later, saying he\u2019d protect women, \u201cwhether the women like it or not.\u201d According to&nbsp;<a href=\"https:\/\/talkingpointsmemo.com\/edblog\/words-as-argument-words-as-aggression-annals-of-the-semantics-of-trumpism\">Josh Marshall<\/a>, it was an \u201cassertion of power\u2026an expression of dominance,\u201d which stems from how US culture, according to&nbsp;<a href=\"https:\/\/www.bloomsbury.com\/us\/conceptualizing-sexual-harassment-as-discursive-practice-9780275945930\/\">Julia Wood<\/a>, \u201cinstructs men to gain and exercise power over others and, consequently, to feel proud when they do so.\u201d&nbsp;<\/p>\n\n\n\n<p>Harris framed the issue as a fundamental, personal freedom. She wanted to protect individual freedoms. Trump took that personal agency away and located power within himself. He dismissed women\u2019s ability to even think about abortion because he would protect them, but not their rights or freedoms.&nbsp;&nbsp;<\/p>\n\n\n\n<p>According to&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/2024-elections\/exit-polls\">2024 exit polls<\/a>&nbsp;of key states, when asked which of five issues mattered most in their vote for president, 76% of those who said abortion voted for Harris and 24% for Trump. However, only 14% of voters said abortion mattered most. While its seems some Americans did \u201cRoe their vote\u201d toward Harris, it was not enough to elect her.&nbsp;&nbsp;<\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Dr. Lindsey Meeks Associate Professor in the Department of Communication at the University of Oklahoma.
