Hillary&nbsp;<a href=\"https:\/\/www.vox.com\/2018\/10\/15\/17978156\/hillary-clinton-monica-lewinsky-interview-bill-clinton-sexual-misconduct-metoo\">defended<\/a>&nbsp;her husband, making it hard for her to fully assert that she, as the nomenclature goes, \u201cbelieves women.\u201d In 2020, there is a renewed call to believe women. This time it is less about assault accusations against the nominees. Rather,&nbsp;<a href=\"https:\/\/www.latimes.com\/politics\/la-na-pol-anita-hill-joe-biden-presidential-campaign-20190415-story.html\">part<\/a>&nbsp;of this&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/politics\/after-the-anita-hill-hearings-in-1991-joe-biden-began-a-long-quest-to-redeem-himself-with-women\/2020\/07\/31\/ee939b8a-9576-11ea-82b4-c8db161ff6e5_story.html\">call<\/a>&nbsp;dates back to a moment in 1991 and how that moment reverberates today and affects voters, especially Black women.<\/p>\n\n\n\n<p>In 1991, Clarence Thomas was nominated to the U.S. Supreme Court. Anita Hill&nbsp;<a href=\"https:\/\/www.nytimes.com\/2018\/09\/20\/us\/politics\/anita-hill-testimony-clarence-thomas.html\">accused<\/a>&nbsp;Thomas of workplace sexual harassment. A three-day, televised hearing included Hill testifying in graphic detail in front of an all-male, all-white Senate Judiciary Committee. After Thomas\u2019s confirmation, women\u2019s anger&nbsp;<a href=\"https:\/\/www.vox.com\/2018\/11\/2\/17983746\/year-of-the-woman-1992\">contributed<\/a>&nbsp;to a record-breaking number of women winning elections, making 1992 the \u201c<a href=\"https:\/\/www.nytimes.com\/2018\/08\/25\/podcasts\/the-daily\/women-midterm-elections.html\">Year of the Woman<\/a>.\u201d The chairperson of that 1991 committee was Joe Biden. Biden was&nbsp;<a href=\"https:\/\/www.vox.com\/policy-and-politics\/2019\/3\/27\/18262482\/joe-biden-anita-hill-2020-christine-blasey-ford-brett-kavanaugh\">criticized<\/a>&nbsp;for his handling of the hearing and mistreatment of Hill. Biden expressed \u201c<a href=\"https:\/\/www.vox.com\/policy-and-politics\/2019\/3\/27\/18262482\/joe-biden-anita-hill-2020-christine-blasey-ford-brett-kavanaugh\">regret<\/a>,\u201d though Hill&nbsp;<a href=\"https:\/\/www.cnn.com\/2020\/09\/05\/politics\/anita-hill-joe-biden-voting\/index.html\">largely rejected<\/a>&nbsp;this as an apology because \u201can apology, to be real and sincere, has to take responsibility for harm.\u201d Biden didn\u2019t publicly take responsibility until a 2019&nbsp;<a href=\"https:\/\/www.vox.com\/policy-and-politics\/2019\/3\/27\/18262482\/joe-biden-anita-hill-2020-christine-blasey-ford-brett-kavanaugh\">interview<\/a>. After this interview, as well as a phone call with Biden before his campaign announcement, Hill said she thinks Biden has evolved. In September 2020 she&nbsp;<a href=\"https:\/\/www.cnn.com\/2020\/09\/05\/politics\/anita-hill-joe-biden-voting\/index.html\">announced<\/a>&nbsp;she would vote for Biden.<\/p>\n\n\n\n<p><a href=\"https:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/1368431004041752\">Anger<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.wsj.com\/articles\/democrats-tap-fundraging-to-garner-hundreds-of-millions-for-campaigns-11602840602\">rage<\/a>&nbsp;can be&nbsp;<a href=\"https:\/\/www.researchgate.net\/profile\/Nicholas_Valentino\/publication\/231894452_Election_Night's_Alright_for_Fighting_The_Role_of_Emotions_in_Political_Participation\/links\/54c78f5b0cf22d626a369b1d.pdf\">powerful<\/a>&nbsp;<a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/1088868309343290\">motivator<\/a>s.&nbsp;<a href=\"http:\/\/www.rebeccatraister.com\/\">Rebecca Traister<\/a>&nbsp;wrote about the \u201crevolutionary power of women\u2019s anger,\u201d and&nbsp;<a href=\"https:\/\/www.stitcher.com\/podcast\/vox\/the-ezra-klein-show\/e\/52285930?autoplay=true\">spoke<\/a>&nbsp;about the relevance of Hill\u2019s experiences in contemporary politics.&nbsp;<a href=\"https:\/\/womens-studies.rutgers.edu\/faculty\/core-faculty\/572-cooper-brittney\">Dr. Brittney Cooper<\/a>&nbsp;wrote about the power of Black women\u2019s eloquent and righteous rage. Modern&nbsp;<a href=\"https:\/\/www.nytimes.com\/2018\/08\/25\/podcasts\/the-daily\/women-midterm-elections.html\">parallels<\/a>&nbsp;<a href=\"https:\/\/www.vox.com\/2018\/11\/2\/17983746\/year-of-the-woman-1992\">echo<\/a>&nbsp;the 1992 wave of female engagement after female marginalization: fallout from sexual assault allegations against President Donald Trump, Hollywood producer Harvey Weinstein, and Supreme Court Justice Brett Kavanaugh resulted in events like the Women\u2019s March, the #MeToo movement, and a record-breaking number of women&nbsp;<a href=\"https:\/\/cawp.rutgers.edu\/sites\/default\/files\/resources\/results_release_5bletterhead5d_1.pdf\">elected<\/a>&nbsp;to Congress in 2018.<\/p>\n\n\n\n<p>Anger and rage can fuel revolutions, but change also requires demonstrable outcomes. Believing Black women means meeting them where they stand. Dr. Cooper&nbsp;<a href=\"https:\/\/www.bitchmedia.org\/article\/bitch-interview\/brittney-cooper-eloquent-rage\">stresses<\/a>&nbsp;the need to know what wrong was done to Black women and get \u201ca clear sense of how the harm can be repaired\u2026[and focus on] what Black women actually need.\u201d<\/p>\n\n\n\n<p>Hill made her desired repair work clear when voicing support for Biden. She said the issue is bigger than her: it\u2019s \u201c<a href=\"https:\/\/www.cnn.com\/2020\/09\/05\/politics\/anita-hill-joe-biden-voting\/index.html\">about the survivors of gender violence<\/a>.\u201d She wants to work with the next president on issues of&nbsp;<a href=\"https:\/\/www.cnn.com\/2020\/09\/05\/politics\/anita-hill-joe-biden-voting\/index.html\">sexual harassment, gender violence, and gender discrimination<\/a>, and believes Biden, not Trump, will hear her. In response to Hill\u2019s announcement, Dr. Cooper&nbsp;<a href=\"https:\/\/twitter.com\/ProfessorCrunk\/status\/1302567737647038466\">tweeted<\/a>, \u201cPretty clear drawing of lines here by Anita Hill about why it needs to be Biden over Trump. And if y\u2019all say you trust Black women then you should read this article and listen to her.\u201d In response, another user tweeted, \u201cShe\u2019s skipping over black issues and going over to women\u2019s issues.\u201d To which Dr. Cooper responded, \u201cBlack women\u2019s issues are Black issues.\u201d<\/p>\n\n\n\n<p>As a disenfranchised group based on their gender and race, Black women\u2019s&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/1554477X.2014.955406?journalCode=wwap20\">intersectional identities<\/a>&nbsp;face challenges and oppression that are distinct from White women or Black men. Black women were&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/history\/2019\/06\/03\/women-color-were-cut-out-suffragist-story-historians-say-its-time-reckoning\/\">cut off<\/a>&nbsp;from the suffragist movement, and gender equity issues were&nbsp;<a href=\"https:\/\/nmaahc.si.edu\/sites\/default\/files\/images\/black_women_civil_rights_movement_5.pdf\">sidelined<\/a>&nbsp;during the Civil Rights Movement\u2014prompting Malcom X to unequivocally&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/local\/where-are-black-men-in-the-fight-for-black-women\/2018\/11\/13\/63030e0c-e771-11e8-a939-9469f1166f9d_story.html\">state<\/a>, \u201cThe most disrespected person in America is the black woman.\u201d Therefore Black women need different repair work.<\/p>\n\n\n\n<p>Hill\u2019s endorsement of Biden probably did not cause a wave of new Biden support. According to CNN exit polls,&nbsp;<a href=\"https:\/\/www.cnn.com\/election\/2016\/results\/exit-polls\">94%<\/a>&nbsp;of Black women in 2016 and&nbsp;<a href=\"https:\/\/www.cnn.com\/election\/2020\/exit-polls\/president\/national-results\">91%<\/a>&nbsp;in 2020 voted for the Democratic nominee\u2014more than any other race-gender group in either election. Even Kamala Harris\u2019s VP nomination did not spur a large uptick in&nbsp;<a href=\"https:\/\/fivethirtyeight.com\/features\/the-partisan-gender-and-generational-differences-among-black-voters-heading-into-election-day\/\">Biden support<\/a>. Rather, Harris\u2019s nomination helped&nbsp;<a href=\"https:\/\/fivethirtyeight.com\/features\/the-partisan-gender-and-generational-differences-among-black-voters-heading-into-election-day\">recognize<\/a>&nbsp;Black women as the long-standing bedrock of Democratic support, and prompted Black women to use their&nbsp;<a href=\"https:\/\/19thnews.org\/2020\/08\/black-women-insist-that-biden-write-us-into-history\/\">influence in the community<\/a>&nbsp;to \u201coverperform in getting out the vote.\u201d Hill\u2019s endorsement also had the power to energize Black women\u2019s mobilization efforts, which was crucial in 2020 when COVID-19 heavily restricted retail politics and forced Black people, who have been&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2020\/apr\/25\/coronavirus-racial-disparities-african-americans\">disproportionately<\/a>&nbsp;affected by COVID-19, to&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/opinions\/2020\/05\/14\/black-women-are-democrats-most-reliable-voting-bloc-heres-how-joe-biden-can-win-us-over\/\">assume<\/a>&nbsp;\u201cpersonal risks to line up and vote in many states, especially where Republican efforts to suppress mail-in voting are successful.\u201d<\/p>\n\n\n\n<p>Polarization and negative partisanship are likely to&nbsp;<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0261379415001857\">endure<\/a>, making mobilization all that more important. Black women are&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/opinions\/2020\/05\/14\/black-women-are-democrats-most-reliable-voting-bloc-heres-how-joe-biden-can-win-us-over\/\">vital<\/a>&nbsp;to the Democratic Party\u2019s mobilization efforts. Therefore, it is crucial that the party meet Black women where they stand with more than platitudes every election year.
