While fear of rogue drone operators wreaking havoc at this high-profile event compelled local law enforcement to take dramatic security measures, questions surrounding the legal, strategic, and ethical implications of the US drone program were conspicuously absent from the evening\u2019s debate.\u00a0<\/span><\/p>\n<p class=\"Basic-Paragraph-US\"><span class=\"REGULAR\">Four years earlier, when asked about his views on the targeted killing program during their final debate, GOP hopeful Mitt Romney unequivocally endorsed President Obama\u2019s drone strategy. Republican and Democratic consensus effectively made drones a non-issue in the 2012 presidential race: a sharp\u00a0<\/span><a href=\"http:\/\/world.time.com\/2012\/10\/23\/drones-a-non-issue-in-u-s-presidential-debate-riles-pakistan\/\"><span class=\"Hyperlink\">contrast<\/span><\/a><span class=\"REGULAR\">\u00a0to international condemnation of America\u2019s drone wars. Since that time, journalists rarely questioned presidential candidates about drones: Obama\u2019s \u2018<\/span><span class=\"Hyperlink\"><a href=\"http:\/\/www.cnn.com\/2012\/09\/05\/opinion\/bergen-obama-drone\/\">weapon of choice<\/a>&#8216;<\/span><span class=\"REGULAR\">\u00a0in the decades-long war on terror. What was once an open, albeit controversial secret has become a matter of routine for both the political establishment and the US press corps. Obama\u2019s lasting foreign policy legacy is neither the historic multilateral nuclear deal with Iran, nor the diplomatic overtures to Cuba, but rather the normalization of drone warfare.\u00a0<\/span><\/p>\n<p class=\"Basic-Paragraph-US\"><span class=\"REGULAR\">As a result, during the 2016 campaign political debate focused instead on the wisdom of entrusting Donald Trump \u2013 the personification of a loose cannon \u2013 with America\u2019s nuclear arsenal. Trump\u2019s bellicose rhetoric and his penchant for unnerving statements about nuclear weapons demanded such\u00a0<\/span><a href=\"http:\/\/www.nbcnews.com\/news\/us-news\/what-does-donald-trump-really-think-about-using-nuclear-weapons-n655536\"><span class=\"Hyperlink\">coverage<\/span><\/a><span class=\"REGULAR\">. Not since Richard Nixon\u2019s \u2018madman strategy\u2019 has a presidential candidate evoked fears of an unstable and irrational leader with his (or her) finger on the button. As Hillary Clinton\u00a0<\/span><a href=\"http:\/\/www.newsday.com\/news\/nation\/clinton-downplays-emails-casts-trump-as-a-threat-to-the-future-1.12534128\"><span class=\"Hyperlink\">observed<\/span><\/a><span class=\"REGULAR\">, it would be foolish to underestimate Donald Trump\u2019s \u2018hair-trigger\u2019 temperament in this regard. Nevertheless, throughout the campaign, the focus on Trump\u2019s foreign policy bluster overshadowed Clinton\u2019s well-documented appetite for\u00a0<\/span><a href=\"http:\/\/www.huffingtonpost.com\/bruce-fein\/hillary-clintons-enthusia_b_12072652.html\"><span class=\"Hyperlink\">regime change<\/span><\/a><span class=\"REGULAR\">\u00a0and\u00a0<\/span><a href=\"https:\/\/www.wsws.org\/en\/articles\/2016\/09\/24\/clin-s24.html\"><span class=\"Hyperlink\">anti-Russian hysteria<\/span><\/a><span class=\"REGULAR\">. Small wonder, then, that in the final days of the 2016 election Trump doubled down on the nuclear nightmare scenario,\u00a0<\/span><a href=\"http:\/\/www.cnn.com\/2016\/10\/25\/politics\/donald-trump-hillary-clinton-world-war-iii-syria\/\"><span class=\"Hyperlink\">telling reporters<\/span><\/a><span class=\"REGULAR\">\u00a0that Clinton\u2019s sabre rattling against Russia could lead to World War III.\u00a0<\/span><\/p>\n<p class=\"Basic-Paragraph-US\"><span class=\"REGULAR\">By design, fear-based campaigns of this sort generate more heat than light. Still, questions over the next president\u2019s willingness to use nuclear weapons remain a\u00a0<\/span><a href=\"https:\/\/www.thenation.com\/article\/why-we-need-to-start-worrying-about-nukes-again\/\"><span class=\"Hyperlink\">salient issue<\/span><\/a><span class=\"REGULAR\">. So too does the prospect of President-elect Trump commanding the drone program \u2013 what is essentially a hi-tech hit squad. And yet, despite President Obama\u2019s\u00a0<\/span><a href=\"http:\/\/apps.washingtonpost.com\/g\/documents\/national\/executive-order-policy-on-pre-and-post-strike-measures-to-address-civilian-casualties-in-us-operations-involving-use-of-force\/2055\/\"><span class=\"Hyperlink\">Executive Order<\/span><\/a><span class=\"REGULAR\">\u00a0calling for greater transparency and improved safeguards against civilian causalities in America\u2019s drone wars, neither the candidates nor the press corps saw fit to address targeted killing in any substantive fashion. Instead, rumor, innuendo and speculation constituted an otherwise silent debate over the future of the US drone program.<\/span><\/p>\n<p class=\"Basic-Paragraph-US\">Throughout the campaign Trump was uncharacteristically reticent regarding weaponized drones. Reading between the lines of some of his most egregious statements about fighting the Islamic State, Trump\u2019s declaration that he would\u00a0<a href=\"http:\/\/www.cbsnews.com\/news\/donald-trump-promises-bomb-the-hell-out-of-isis\/\"><span class=\"Hyperlink\">\u201cbomb the hell out of them\u201d<\/span><\/a>\u00a0suggests a prominent role for drone aircraft. More ominously, Trump\u2019s\u00a0<span class=\"Hyperlink\"><a href=\"http:\/\/www.cnn.com\/2015\/12\/02\/politics\/donald-trump-terrorists-families\/\">assertions<\/a>\u00a0<\/span>that he would target terrorists\u00a0<span class=\"ITALIC\">and their families<\/span>, presumably using drones, was met with consternation across the political spectrum. All told, however, Trump rarely shared his thoughts on the drone program. Journalists obliged and likewise avoided the subject.<\/p>\n<p class=\"Basic-Paragraph-US\"><span class=\"REGULAR\">Similarly, Clinton scarcely mentioned the drone program. Unlike Trump however, Clinton\u2019s service as Secretary of State suggests implicit approval of the expansion of the targeted killing program under President Obama. And given her\u00a0<\/span><a href=\"http:\/\/www.newyorker.com\/news\/john-cassidy\/what-sort-of-foreign-policy-hawk-is-hillary-clinton\"><span class=\"Hyperlink\">hawkish<\/span><\/a><span class=\"REGULAR\">\u00a0views on foreign policy, Clinton likely foresees an even greater role for drones in US military and paramilitary operations. Curiously, drones did figure in one of the more sensational accusations leveled at Mrs. Clinton throughout the entire, sordid campaign. In late October, True Pundit, a conservative website,\u00a0<\/span><a href=\"http:\/\/truepundit.com\/under-intense-pressure-to-silence-wikileaks-secretary-of-state-hillary-clinton-proposed-drone-strike-on-julian-assange\/\"><span class=\"Hyperlink\">reported<\/span><\/a><span class=\"REGULAR\">\u00a0that when pressed to do something about WikiLeaks founder Julian Assange in the wake of the anti-secrecy group\u2019s release of a cache of State Department communiqu\u00e9s (what came to be known as Cablegate), Secretary Clinton asked, \u201cCan\u2019t we just drone this guy?\u201d The unsubstantiated story led to a series of\u00a0<\/span><a href=\"http:\/\/www.politico.com\/story\/2016\/10\/hillary-clinton-julian-assange-229123\"><span class=\"Hyperlink\">non-denial denials<\/span><\/a><span class=\"REGULAR\">\u00a0from the Clinton camp, effectively ending any further discussion of the targeted killing program.<\/span><\/p>\n<p class=\"Basic-Paragraph-US\"><span class=\"REGULAR\">In March 2016, columnist Trevor Timm\u00a0<\/span><a href=\"https:\/\/www.theguardian.com\/commentisfree\/2016\/mar\/12\/five-foreign-policy-questions-us-election-candidates\"><span class=\"Hyperlink\">argued<\/span><\/a><span class=\"REGULAR\">\u00a0the US press corps was letting presidential candidates off the hook on five vital foreign policy questions. Citing the worldwide proliferation of drones, Timm suggested robotic warfare constitutes a critical challenge to international security, and as such demands robust debate. That debate never materialized. Nonetheless, come January 20, 2017, Donald Trump, one of the most feared and reviled candidates in the history of American politics, will take the reins of the US drone program.<\/span><\/p>\n<p><\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"","protected":false},"author":2,"featured_media":0,"parent":25,"menu_order":0,"comment_status":"closed","ping_status":"closed","template":"","meta":{"footnotes":""},"class_list":["post-135","page","type-page","status-publish","hentry"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v23.1 -
